By your logic, they could still be done. If "on its way" means they just decided to sit down and start writing where's the guarantee there will be a record? Halfway writing they could call it quits for instance.
I stand by my previous statement. On its way implies certainty. Sitting down at the very beginning of the process doesn't.

I think it pretty clearly indicates that they have a finished album, otherwise why specify album? We all know how often BoC's plans change. If BoC were only just starting their writing process, there's no guarantee that what they make even ends up being an album. Maybe they end up with an EP or a series of EPs, a soundtrack, an hour long drone piece, or just a single song.
I don't think BoC would be content with confidently saying that an album is on its way if there wasn't an entire album already in existence that could even have the potential of being on its way... Especially after mdg ended up being wrong in '09, and especially after such a long wait since the last one.

I'm not disputing the fact that an album is being worked on. All I'm saying is that "on its way" offers no indication of a timeframe.
Like I said, at that point they could've finally sat down after years of experimentation, remixes, Societas X, etc. and said "ok, let's start making the album" - in which case, "on its way" is a valid statement. They may be half way through fleshing a record out and making some good progress, which could also totally align with "on its way". They might've submitted the completed album for mastering and are finalising some artwork, designing a marketing campaign, etc. and "on its way" works for that too.
MDG said a new album was "coming" in 2009, how is that any different from "on its way"?
